On October 28, 2013 HUD announced a second round of recovery funds worth $5.1 billion to be allocated to five Sandy-affected states and New York City. New York City's portion of the second round is $1.447 billion.

A notice published in the Federal Register provides updated program requirements governing the use of the funds by recipients. New guidelines require climate risk assessment and expand requirements for public engagement. Download the HUD Program Requirements [pdf]

New York City must prepare a substantial amendment to its Partial Action Plan-A and submit it to HUD for approval before the funds are disbursed.
